The European Union has published a multi-year Coordinated Control Plan for pesticide residues from 2025 to 2027

On April 2, 2024, the European Commission published Implementing Regulation (EU) 2024/989 on the EU multi-year harmonised control plans for 2025, 2026 and 2027 to ensure compliance with maximum pesticide residues, according to the Official Journal of the European Union. To assess consumer exposure to pesticide residues in and on food of plant and animal origin and to repeal Implementing Regulation (EU) 2023/731.

The main contents include:
(1) Member States (10) shall collect and analyse samples of pesticides/product combinations listed in Annex I during the years 2025, 2026 and 2027. The number of samples of each product to be collected and analyzed and the applicable quality control guidelines for analysis are set out in Annex II;
(2) Member States shall randomly select sample batches. The sampling procedure, including the number of units, must comply with Directive 2002/63/EC. Member States shall analyse all samples, including samples of food for infants and young children and organic agricultural products, in accordance with the definition of residues provided for in Regulation (EC) NO 396/2005, for the detection of pesticides referred to in Annex I to this Regulation. In the case of foods intended for consumption by infants and young children, Member States shall carry out sample assessment of products proposed for ready-to-eat or reformulated according to the manufacturer’s instructions, taking into account the maximum residue levels set out in Directive 2006/125/EC and the authorisation Regulations (EU) 2016/127 and (EU) 2016/128. If such food can be consumed either as it was sold or as it was reconstituted, the results shall be reported as the product at the time of sale;
(3) Member States shall submit, by 31 August 2026, 2027 and 2028 respectively, the results of the analysis of samples tested in 2025, 2026 and 2027 in the electronic reporting format prescribed by the Authority. If the residue definition of a pesticide includes more than one compound (active substance and/or metabolite or decomposition or reaction product), the analytical results must be reported in accordance with the complete residue definition. Analytical results for all analytes that are part of the residue definition shall be submitted separately, provided that they are measured separately;
(4) Repeal Implementing Regulation (EU) 2023/731. However, for samples tested in 2024, the regulation is valid until September 1, 2025;
(5) The Regulations shall come into force on 1 January 2025. The regulations are fully binding and directly applicable to all Member States.
